Step 1 · Capture the customer's Ghana Card
The card is scanned on the device. The image is read once, then destroyed — nothing is stored, nothing leaves the phone. This answers the trust concern: no one keeps a photo of your card.

Step 2 · Extracted details β locked
Fields auto-fill from the card, so the agent never re-types them. Once captured they are locked: the Ghana Card number and identity fields cannot be altered without a maker-checker approval — no silent edits, full audit trail.

Step 4 · Liveness + NIA IVSP verification
Now we prove the person is real and is the cardholder. A live selfie with liveness detection (not a photo of a photo) plus the Ghana Card number go to NIA's IVSP (Identity Verification System Platform), which returns a match / no-match against the National Identity Register. Biometric verification is mandatory under L.I. 2523 (July 2026) β a card scan is no longer sufficient. IVSP response simulated; live use requires NIA IVSP onboarding.

What just happened, and why it matters for Serene:
Fraud killed at the point of capture β not caught days later at NIC sticker upload.
No card image retained β L.I. 2523 (2026) restricts scanning/retaining the Ghana Card; Act 843 requires data-minimisation. We keep only verified text.
Identity fields locked β maker-checker on any change; full audit trail.
NIA IVSP biometric verification β mandatory since ~16 July 2026; a card scan alone is no longer sufficient. Done before cover is written.
